Thanks very much for the suggestions. I have posted a question to 
mapserver-users list. In the meantime I'll try with your workaround.

I am interested in one more thing - I need to somehow download the map 
together with legend and embed it in a Word document. Is it better to 
download the map as the png image or print it to pdf? I suppose the first 
option is better but how can I download the legend as in pdf print?
