Hmmmm...ok...but how is a user to see the map image?  

Maybe I need to explain more.  It is not that the reference map is just 
printing, say in the upper left corner and is on top of the map image.  It is 
that the reference map is printing so large that you can no longer see the 
original map image at all.

I hope this helps explain.
