The mouse wheel should be working under pmapper 4, at least for 4-dev 
since it uses a jQuery plugin for the mouse wheel handling (a quick 
check on 4.0 was also working, though...). For 3.2 you'd need to make 
the modifications yourself in zoombox.js changing the mouse wheel 
handling to that used in 4-dev. I stopped adding minor patches like this 
to 3.x since I practically never got any feedback from the folks 
reporting bugs if the patches worked also for them.

The problem with the scalebar applies probably also to a few other 
plugins that rely on certain map refresh event handling which is treated 
differently by Chrome/Safari than by FF/IE. I had a look and it seems a 
quick workaround is working. I will probably provide patches for 
p.mapper 4 soon.
