Hi,

You should have a look on the doc: 
http://svn.pmapper.net/trac/wiki/DocManual#Zoomtopre-definedextent

The last parameter could be "1: set maximum map extent to feature 
extent, 0 = no, 1 = yes", so use 0 to allow zoom-out.
