Split dogfood ruleset to make it pmd7 compatible
pmd-dogfood-base contains all rules, that work with pmd6 and pmd7
This ruleset should not be referenced directly, instead one of
the following should be used:
* pmd-dogfood-config is for pmd6
* pmd-dogfood-config7 is for pmd7
