If you are on a case-insensitive system, a file pub/css/ttc.css may be
included from a group named TTC (it will appear as TTC.css in the HTML
source).
When I open the your ttc.co.nz website, however, I do not see the second
line. Is there a page we can look at, featuring the bug?

After PmWiki generates the line to include "local.css" it appears to

I do not have a recipe that generates it, the skin is called ttc-skin
with
files ttcskin.css and ttcskin.tmpl.
The only thing in capitals is my default group "TTC".
