I've modified the wiki so that by default the page
Site.SiteHeader
is used as the group header. However, if a group already
has a group header, i.e. the page <group>.GroupHeader exists,
then that page is used as the group header instead.
Also note that the default behaviour of Site.SiteHeader is to insert a
table of contents in the beginning. This will happen unless the page
contains a line like:
(:toc: no:)
