It appears to be working now; the difficulty seems to have been that attempting to edit one of the pages wasn't sufficient to trigger the pages to download; I had to wait until the next day, at which point it appeared to kick in.

I looked at the diagnostics but didn't see anything obviously wrong. I couldn't find any blocklists on the site (but that could be because they have read passwords on them). You're correct that it didn't seem to be blocking posts. Start with the simplest settings: $EnableBlocklist = 10; $EnableWhyBlocked = 1; and then add some block phrases to Site.Blocklist, and see if it blocks posts. If that doesn't work, there must be something else going on and we can investigate it a little further...
