Yes, 'list' is already used, but it also already means exactly what we're saying here -- i.e., "restrict the set of pages to this list". In other words, we already have list=normal, list=default, list=all, etc. The proposal above would simply give authors the ability to use (:pagelist:) to construct additional list= filters.
