Oh. You're running pmwiki-2.1.27. The built-in blocklist capabilities weren't added until 2.2.0-beta. I recommend upgrading to the latest beta -- it's at least as stable as the 2.1.27 version. Or, if you really don't want to do that, then try one of the Blocklist cookbook recipes.
