You need to set not {$Name} but {*$Name} and it should work. Probably you have
set $EnableRelativePageVars to 1 which is a Good Thing for new installations,
but in this case, {$Name} means the actual page where the variable is
(GroupFooter) and {*$Name} means the currently browsed page (which includes
GroupFooter).
It is true that the documentation in PmWiki/Categories shipped with the
current beta version is not up-to-date but once it becomes stable, it will
hopefully be updated.
