I have similar problems with acute accents (my native language is
spanish).
I solve this problem as follows:
* In config.php :
$language='es';
XLPage('es','PmWikiEs.XLPage');
* In PmWikiEs.XLPage
'Locale' => 'es_UY.ISO8859-1'
In order to find out what is the correct locale, you have to execute
the command "locale -a" on your server.
(unix server, I do not known how to do in a windows server)
