As an diagnostic experiment, try adding this to local/config.php $EnableDirectDownload = 0; See http://www.pmwiki.org/wiki/PmWiki/UploadVariables#EnableDirectDownload I've had mixed results with this setting. Certain browsers would not display the uploaded images and other browsers would display them.
