Short answer: Yes. See http://www.pmwiki.org/wiki/PmWiki/WikiGroup which discusses groups, and http://www.pmwiki.org/wiki/PmWiki/HierarchicalGroups which discusses why PmWiki does NOT have hierarchical groups. There have been a few plugins which have been designed to get around this design, but none of them are "true" hierarchical groups.
