Thanks, Hans. Unfortunately, it didn't work. Here's what I did:
I changed the form's template to:
(:foxtemplate "|[[~{$$author}]]: {$$comment} |(:if author {$$author}:)
{[foxdelline base={*$FullName}?page={$?page}]}(:if:)":)
I then went to the "page 4" section within MyControllerPage and added
a comment using the form.
The markup generated by the form was:
{[foxdelline 1206178126a20387b0 {$FullName} base={*$FullName}?page={$?
page}]}
When I view the page, instead of "delete" I see a button that says
"base=MyGroup.MyControllerPage?page=4". And when I press that button,
it deletes the comment, and returns the user to the default page (1)
instead of page 4.

you can try and to set an option base=RedirectPageName
as a redirect target.
