Yes, that will protect the page from editing. To verify that: try putting the line you suggested in your address bar!
You can also put ?action=crypt on any pmwiki page to get a form that lets you create an encrypted password. Then you can put the encrypted password in the config.php, so the original won't be visible to anyone with access to config.php. Of course, then you have to remember the password.
