i'm running the 2008-07-03 version of fox (though i've also tried this with the most up-to-date version of fox) and in my FoxTemplates.EditSectionForm page, i've tried adding ptvfmt=section to both:

(:fox editform foxaction=replace put=overwrite ptvfmt=section target= {$EditTarget}{$EditSection} redirect={$EditTarget}{$EditSection}:)

and to

(:foxtemplate ptvfmt=section "{$$text}":)

both of which still redirect me back to the same page with the FoxEdit link with the error message:
Error: cannot find section 'testSection2'

should i be putting ptvfmt=section somewhere else?

The creation of a not-yet-existing PTV is done by Fox, not FoxEdit.
The hidden PTV is the default format. You can specify other formats in
the Fox form (in your case the edit form called by FoxEdit) by adding
a 'ptvfmt' parameter to the fox markup:
ptvfmt=section will tell Fox to create a new PTV as an anchor section.
