When using relative page variables, as is now the default, you need to precede 
the "$" with an asterisk to have the current page be the point of reference. 
"$" without the asterisk makes the page on which the markup appears be the 
point of reference, regardless of whether it's the current page.

I tried changing your {$PageUrl} to {*$PageUrl} on your test page, and got the 
results I expected. Maybe I don't understand your question, and you can clarify 
it.
