In my other project (Perl 6), we have quite a few Windows users that are able to retrieve code via git. I'm not sure how they're doing it, but it's definitely possible. GitHub also supports subversion checkouts, so conceivably you could continue to use svn to download PmWiki. I haven't tested this but will try it shortly.
