Links and form buttons are different HTML elements. CSS can be used to make links look similar to form buttons (as Carlos has shown), but it's difficult to make them identical. If you really need your links to look like buttons then I would suggest defining an alternate link markup (or over-riding the existing markup) to produce button elements instead of links. You could do this by creating an individual form for each button with a different action=X property, but this is probably going to cause difficulties with having different forms defined in different locations.
