Yes, permissions override higher levels (that is, page overrides group which overrides site). Permissions are not additive. So if you want members of @editors and @friends to have edit permission, you have to set the permission to @editors @friends (separated by a space). This allows you, for example, to grant the right to @editors to edit any group **except** the ForAuthorizedFriendsOnly group, whose permissions you would set simply to @authorizedfriends. If permissions were additive, that would be impossible.
