I don't think bmp or wav should be kept, it's quite bad practice to use
them on the web.

Uploads to PmWiki aren't used strictly for display on the web; many
places (e.g. educational institutions) use PmWiki as a library/
archive of shared files.  Thus .bmp and .wav should be kept, if only
because they're a very common file format (even if they aren't
a common *web* format).

a storage system.

Rather than replace anything, flac should be added just because it is superior in all ways to mp3. Not just for storage, but for all the same reasons as mp3.

What has transcoding to do with flac? Flac files should be from originals, not from some other coding that has already caused losses.
