I don't understand the suggestions about Permissions.
E.g., I don't know what "safe mode" is activated in the server's PHP installation" means.

using Chrome I try to "Open a web browser to the pmwiki.php script" by going to obtcc.org/pmwiki/pmwiki.php, http://obtcc.org/index.htm/pmwiki/pmwiki.php, and variations thereon, but I'm always told Not Found.

Help would be appreciated.
