I have used a custom blockquote markup for quotations:

;attribution;Quotation text

The markup rule is:

Markup('^;;', 'block', '/^;([^;]*);(.*?)$/',
"'<:block><blockquote>'.PSS('$2').('$1' ? ' &mdash; <cite>'.PSS('$1').'</cite>' : '').'</blockquote>'");

It's not perfect -- if the attribution contains an HTML entity, the semi-colon at the end of the &...; will end the attribution too early.

To redefine the standard pmwiki markup rule, try:

$BlockMarkups['indent'] = array('<blockquote>', '</blockquote><blockquote>', '</blockquote>',1);

Both changes can go in local/config.php.
