I'm not sure, but on PmWiki.org we have
XLPage('pt-BR','PmWikiPtBr.XLPage'); # not Site.XLPagePtBr
and it works, see:

Can you give more information about your installation? Version pf PmWiki, PHP,
is UTF-8 enabled?
