you say, "The non-voters do not affect the outcome." Yet, i think
the problem is that it is becoming the case that the voters don't affect
the outcome, either, and not just for whatever reasons may exist that
such or those being voted for are all the same. Rather, the votes are
increasingly less likely to be counted - or even allowed - in the first
place when a particular result is required of the ballot by certain
people, without respect to the amount of real information held by the
public, voting or otherwise.
