On top of RC2, RC3 fixes:
-use -mcpu instead of -march for clang on PPC
-disable vecmathlib on PPC32, due to multiple codegen issues in AMD test cases.
-recognize fedora-arm target triple correctly
-fix metadata on a few tests (search config.h in correct place)
-update pass/fail status of a few tests on ppc and arm
As these fixes touches only PPC and ARM, the final 0.9 can be released as soon
as these platforms are tested.
