./configure --help

should tell you. In short, you need to set the variables

  HWLOC_CFLAGS
              C compiler flags for HWLOC, overriding pkg-config
  HWLOC_LIBS  linker flags for HWLOC, overriding pkg-config

to contain the respective -I and -L and -l flags.
