I've been waiting to hear whether or not its supposed to go into 5.6.
I have implemented it in PodParser in a beta version at:

This implements the behavior for Pod::Text and Pod::Roff (and hence
for pod2text and pod2man). I don't think it does it for anything else
though.

If we definitely want it in 5.6 in its current state (without yet being
implemented for pod2html) then let me know, and I'll upload my latest
PodParser to CPAN and resend the patch for perlpod.pod. If we need to
wait, I can easily remove the functionality from PodParser for now.
As soon as someone lets me know which of these actions to take, I can
have the result ready for you within one day.
