I think, the best would be to substitute '�', '�', '�' and '�' with
'ae', 'oe', 'ue' and 'ss'. Then it depends not on a special character set.

Der aktuelle Duden ist massgebend...in offiziellen Dokumenten.
Privat kannst du meinetwegen auch Mittelhochdeutsch schreiben/sprechen.
