That's correct, unfortunately. Have you tried setting GROFF_NO_SGR=1 in the environment instead? That should have the same effect as -c for groff >= 1.18.
No, I haven't tried that. I don't really have a decent repertory of OSs and *roff versions to test these things with, so I'm mostly just having to take people's advice on things like this.
