Using UTF-8

Does Pod::Simple understand UTF-8?  I have a POD with '½' in it but when 
I run it through Pod::Simple::SimpleTree, I get '½'.  The UTF-8 code is 
C2 BD which corresponds to  and ½ in ISO-8859-1.  How do I turn on UTF-8?
