I got a pull request to switch to metacpan.org <http://metacpan.org> for L<> http links. AFAIK search.cpan.org <http://search.cpan.org> is not deprecated, and is still the official community CPAN search site. If there is some discussion about changing it, or if Graham thinks it's time to switch then great. Otherwise, I am not inclined to accept this patch (though if it is hard to change the default URL with a subclass I would be happy to take that, or a command-line option).
I much prefer the layout and navigation of search.cpan.org. That server is also mirrored on a couple of servers and on a domain with a long history of being available.
search.cpan.org is definitely not deprecated, it just has a different set of features and priorities than some people prefer.
To answer the question from another mail: Yes, Robert and I look after DNS[1] and the servers that site is running on. One or two in Los Angeles and one in London donated by Digital Craftsmen - http://www.digitalcraftsmen.com/
