I have no idea what the tool in question is, which makes things a bit
confusing.

In general terms, though, if you have a tool that needs a library like
Qt there's nothing wrong with building it only if Qt is available.
Alternately, if it's a reasonable fit with the app, it could be shipped
with PoDoFoBrowser. Knowing what the tool is would help ;-)

I'm going to cross my fingers and toes and hope that this mystery tool
is a GUI PDF imposition utility.
