Actually, the feature is 100% documented in ISO 32000-1:2008.

HOWEVER, the feature involves the use of Digital Signatures/Certificates
and so a pair of them is needed.  Adobe and others implement this by
incorporating the public certificate into their readers, and then use the
private cert at creation time.

Since only Adobe has their private certificate, only Adobe products can
enable Adobe Reader.  Just as only other companies can enable their own
readers, and Adobe can not.
