It seems to me this is another (separate) issue. I assume the  
OutputIntent being removed is the reason why the podofoimpose output  
is so much smaller than the PDF/X-3 input? However, I also tried with  
a "plain" PDF 1.4 file, also from Scribus: It was about the same  
(small) size as the imposition output, so presumably without the  
OutputIntent part; still, evince reported the same syntax error about  
"Bad image parameters; Bad ICCBased color space (stream)" that I cited  
before.

I found "Application Notes for PDF/X Standards" in version 4  
(http://pdf.editme.com/files/pdfx-appnotes/PDF-X-Application-Notes_V4-Sep06.pdf);
 probably not the most recent version. Imposition isn't mentioned, only 
assembling of multiple files (sections 2.27 and 5.2), which seems to be 
problematic only if the OutputIntents are  
different.

Do you know of a more recent version? At NPES  
(http://www.npes.org/programs/standardsworkroom/toolsbestpractices/pdfx.aspx),  
I'm asked to check back "in Spring 2013" for a revised version. :-)
