If you (or other people) want to have encrypted IRC check out www.silcnet.org
please. Unlike SSL'ed IRC it gives you real client to client encryption and
some other features. It is not widely used though, but the architecture is
good and it is very IRC-like.

The resulting module would probably be a wrapper around the existing
silcnet client libraries. There are a lot of IRC servers and clients
available already, silcnet would be new ground to work on :)
