Version numbers will work a little differently for development
releases.  In the past we would release 0.2301 as the first candidate
for 0.24, followed by 0.2302, 0.2303, etc.  Meanwhile, the CVS tree
would continue to use the last released version until the next release
was ready.

Now we are following the even/odd convention for development versions.
Odd versions will be kept in CVS.  These are moving targets as POE
evolves.  Even versions will be development snapshots or release
candidates.

0.2301 is currently in CVS.  The first release candidate for 0.24 will
be version 0.2302, and the CVS version will become 0.2303 immediately
after it is released.
