Have you tried PPM, PPM2 and PPM3? It seems that different versions of PPM work on different releases of ActivePerl. I have heard reports of PPM3 working with ActivePerl 5.8.0 and PPM2 working with 5.6.1, but I don't have enough data to say for sure. The error, "Read of [url] failed" is rather ambiguous.
