Woop.  With various hardware/networking woes, I couldn't post this (and
then forgot to).

POE 0.27 is finally released.  Thanks to everyone whose work and
feedback went into it.

This release fixes several bugs reported in IRC and on this mailing
list.  It adds new features, including some internal ones that will
support API extensibility and back-end optimizations in the future.
Some of the more interesting changes:

 - Default block and buffer sizes have been increased.
 - Networking issues with ActivePerl's Tk distribution have been
   worked around.
 - Issues with pipes on Cygwin have been addressed.
 - Wheel::FollowTail should detect file resets on Linux.
 - "Read error 0" has been eliminated in Client:: and Server::TCP.
 - delay_adjust() has been added.
 - A lot more tests have been added.
 - Initial support for Gnome and Gtk2 event loops has been added.
 - Installer changes may allow ActiveState to build their own PPD.
