Not really a question but just sharing some info....

I used the suggestion by David to set the "Location" in the header and
the 302 status code.  It turns out the problem was the HTTP status code
I was returning from the content handler function was hard coded to be
RC_OK.  If I set the status code to be 302 in the HTTP::Response object
and then also returned "302" in the content handler function, the
redirect in IE6 works just fine.

Some user agents support the use of meta to refresh the current page
after a specified number of seconds, with the option of replacing it by
a different URI.
Authors should not use this technique to forward users to different
pages, as this makes the page inaccessible to some users. Instead,
automatic page forwarding should be done using server-side redirects.
