The code which I am submiting is just a basic implementation mainly
concerned with reading PAP & CHP. I havnt put the API in the proper
design. As of now I have just added the readAllParagaraphProperties() &
readAllCharacterProperties() functions in HWPFDocument class.
Once we discuss certain issues out , I will do that.
