I support continuing to enforce the follow guidelines for out of
scratchpad:

1. round trip (Read/write test)
2. large number of unit tests
3. No duplication of org.poi.util.*
4. Documentation for a reasonable person to get started/etc.

These continue to be required for my non -1.  This is just a summary of
my earlier flailing and not a judgment on HSLF
