Hi,

While HSSF will write out 16 bit unicode, it does not support far 
eastern languages (Western European languages only).  The "far east" 
version of Excel differs in a number of places (format-wise) from the 
European versions.  These differences are undocumented.  Support for 
such will require knowledgable folks from the far east contributing.

A number of folks have reported that HSSF can't handle Russian either. 
 Again, we'll need folks who can read Russian working on this.
