I don't know if there is and API in POI but you could use an Excel template that has this option set. There is an example on the POI website stat shows how to use a Excel spreadsheet as the starting point. I use this technique to set page margins and to turn off the column and row headers and grid lines because I could not find the APIs to set these options.
