JFOR is one of the blocks in cocoon. I just used it in a project. It works.

The new API is called HWPF. You'll see its in very active development. There are no comparable projects. The best you can have for now is opening up Word as an OLE Server or OpenOffice's Java API. Neither are very good for server applications.
