We currently use Actuate's Formula 1 for creating XLS files. The API for
this allows you to password protect the XLS file. The big issue I have
with Formula 1 is the size of the XLS file it creates and also (more
importantly) the amount of memory it uses whilst creating an XLS file.

So what is the issue with US laws as to why password protection cannot
be applied to work sheets? I have other APIs which create XLS files and
they allow password protection.

As far as I know password protection will never be realized because of
US laws.
So there is no any way to protect sheet using POI.
