I don't have much to offer on the .NET front but will offer this...

If you need to produce richly formatted Excel documents and are
considering HSSF, also consider SsTemplates -
http://carbonfive.sourceforge.net/sstemplates/.

SsTemplates is built on HSSF but gives a UI-oriented model for
developing dynamic Excel documents. You can think of it as using JSP to
produce HTML instead of straight Java and will find that your JSP skills
apply.

We've released the project fairly recently but have been using it
internally for over a year. If you check it out and have feedback,
please share.
