You can do this by constructing an appropriate dictionary. Some information about dictionaries can be found under <http://jakarta.apache.org/poi/hpsf/how-to.html#sec3> (scroll down to the heading "Dictionaries"). To set a dictionary use the method MutableSection.setDictionary(Map), see <http://jakarta.apache.org/poi/apidocs/org/apache/poi/hpsf/MutableSection.html#setDictionary(java.util.Map)>.
