Since nobody answered this one and I investigated it myself, I'll let
you all know the answer.
The comments end up stored in TextObjectRecord records, which is where
some of the other text (e.g. text on charts) is stored as well. So
there is already enough of an API in HSSF to get at the text of the
comments, even if there is no friendly API on HSSFCell to get the cell
comment.
